How to Build a Behavior Intervention Plan (BIP) That Really Works

Five steps from "what's happening" to a plan the whole team can actually follow.

A BIP works when it's function-based, practical, and something every adult on the team can implement consistently, not a document that sits in a folder. This guide walks through the five steps that turn assessment data into a plan that actually changes behavior day to day.

Step 1: Identify the Behavior & Its Function
Where does it happen? What triggers it? Why does the student behave this way? This is the foundation everything else builds on, and it's where tools like the FACTS, ABC Recording Form, and QABF do the heavy lifting.

Step 2: Prioritize Prevention Strategies
Build positive relationships, modify the learning environment, and reinforce positive behavior before the target behavior even has a chance to occur. Prevention is almost always more effective, and less disruptive, than reacting after the fact.

Step 3: Teach Replacement Behaviors
Give the student something to do instead, not just something to stop doing: instead of yelling, teach raising a hand; instead of leaving the room, teach requesting a break; instead of tantrums, teach asking for help.

Step 4: Respond Strategically
Use de-escalation techniques, provide logical consequences, and maintain consistency among staff. A plan only works if every adult responds to the behavior the same way.

Step 5: Start Small & Build Momentum
Focus on one behavior at a time, celebrate successes along the way, and expand strategies gradually rather than trying to fix everything at once.
