MTSS Implementation Plan

Turn your MTSS-B vision into a step-by-step plan your team can actually follow.

A well-structured MTSS Implementation Plan keeps a team focused, consistent, and data-driven from day one. This template turns the big-picture goals of an MTSS-B system into a concrete roadmap, walking a team through the foundational decisions one at a time so nothing critical gets skipped or left informal.

The plan moves through eight sequential steps, each paired with guiding questions the team answers together and a space to document the resulting action plan:

  1. Build a School-Based MTSS-B Team — define team name, roles, and meeting structure
  2. Partner with Families at Every Tier — establish who communicates with families, and how, at each tier
  3. Track and Document Tier 1 Supports — decide how classroom-level strategies get logged and shared school-wide
  4. Establish a Process for Problem-Solving Meetings — define who can refer a student, what's required, and how often the team meets
  5. Align Schedules to Support Interventions — build intervention time into the master schedule without disrupting instruction
  6. Use Behavior Data to Guide Decisions — determine what data is collected at each tier, by whom, and how it drives action
  7. Adjust Interventions Based on Progress — set a review cadence and criteria for intensifying, fading, or changing a plan
  8. Maintain Consistent Documentation — choose the platform and process for keeping Tier 2/3 records clear and accessible

Once the plan is complete, the team identifies three priority areas to implement with fidelity for the remainder of the year, turning a full framework into a realistic, focused starting point.
